Cell Phones and Emergency Calls to Cuba.

As of May 2009, G3 and other frequency cell phones will not function in Cuba.  
The only technology that will work there is the GSM 900 network.  
That said, we can call a Cuban cell phone from the US without their being
charged for the call.
