To Whom it May Concern:

I am writing as the Pastor and Institutional Contact of Ashland Presbyterian Church
to request a Renewal of our Specific License for Religious Activities under 31 CFR § 515.566(a).
The church is located at 116 Ashland Road, Cockeysville, MD 21030, and can be reached by
calling 410 527 1844, or fax at 410 771 9113.


Ashland Presbyterian Church is a member congregation of the Presbytery of Baltimore
and the Presbyterian Church (U.S.A.), a 501(c)(3) non-profit religious organization under
the U.S. IRS Code. Leadership for our congregation and our ministry is provided by a
full-time Pastor, a Director of Christian Education, a Board of Elder/Trustees (The Session),
and a Board of Deacons. Since its establishment in 1874, Ashland Presbyterian Church has
offered a regular schedule of Christian worship and religious learning opportunities for people
of all ages.  At the present time we have two Sunday worship services, a Sunday School program
for children, several Bible study and discussion groups for adults, and an active Youth Group.  


Ashland Church teaches the established religious doctrine of the Presbyterian Church (U.S.A.)
and is not affiliated with any other denomination.   As a Christian congregation, we are
committed to outreach and service to others.


Enclosed is a copy of our current SPECIFIC LICENSE NO. CT-1341 that expires on
January 31, 2006. The terms of that license require the members and affiliates of Ashland
Presbyterian Church to have engaged in a program of full time religious activities.
The attached Activities Report: 2003-2005, lists our travel participants, the dates of travel,
and the activities in which they engaged while in Cuba.


Our request for renewal would allow the continued development of the programs listed below
that we began with our Cuban sister church during the period: 2003 to 2005.  


1. The Renovations to the Mission Church in Paraíso:

Delegations from Ashland Presbyterian Church were first introduced to the Paraíso community
in 1999. At that time the small church served forty to fifty people. The building had suffered from
years of neglect and hurricane damage.  In 2004, Ashland member and professional architect,
Wendy Kunz, began taking measurements for structural and cosmetic improvements to the building.
With architectural plans now nearly complete, the challenge will be to raise funds and work with the
church in Cuba to complete the project during future visits.   

2. The Medicine Box Program:

The Presbytery of Baltimore applied for and was granted an export license from the
Department of Commerce, Bureau of Industry and Security. A copy of that license is
included in this application.  Elder John Walter of Ashland Presbyterian Church, and  
member of the Global Mission Committee of Baltimore Presbytery, is the author of the
application to the Commerce Department as well as the contact responsible for assuring
compliance with its terms.

The Medicine Box program is in conjunction with Interchurch Medical Assistance (IMA),
a non-profit organization located in New Windsor, Maryland. IMA distributes donated
pharmaceuticals (A list of the Medicine Box’s contents is included in this application.)
through its church partners to countries worldwide.

3. Ashland members, through their visits to Cabaiguán, Cuba in the last two years have
continued the development of very close relationships with their Cuban brothers and sisters.
Through worship, Bible study, musical programs, and reciprocated visits to the United States,
the love between our churches continues to grow and mature.
